Russia primary interest was in keeping their naval facility in Tartus intact. They also did not want to lose the Russian friendly Assad regime as an arms client. These two objectives have been overwhelmingly achieved.

Cocky seems to have died or at least temporarily tempered when Trump took office. By all accounts and even Trump's admission, Iranian naval behavior in the Persian Gulf has been less provocative and even in Syria they appear to be showing restraint by staying at a distance from the Golan Heights.

As the author stated they don't need to close Strait of Hormuz to have an impact on the flow of oil. They simply need to disrupt the shipping in and out of the Persian Gulf. Doing so comes with risks of American escalation but it is achievable.
